Minutes of a Recreation & Open Spaces meeting
held on Wednesday 21st November 2007
in the Council Chamber, The Corn Exchange, Faringdon

49/07 Apologies for Absence
Apologies were received from Mrs. J. Rennie, the Town Clerk. In Mrs. Rennie’s absence, Cllr. Hickmore recorded the Minutes of the meeting.
50/07 Declarations of Interest
No declarations were made.
51/07 Minutes of Last Meeting : 17th October 2007
The Minutes were signed as a correct record.
52/07 Matters Arising
Min. 39/07 (7/07): The Chairman stated that the Clerk had now received a verbal response from the Solicitor, whose opinion was that the use of the land for allotments would not constitute a public open space.
Min. 39/07 (32/07): The Chairman stated that this had not yet been carried out.
Min. 41/07: It was confirmed that payment had been made.
Min. 43/07: Although an invitation had been sent to SK8 to attend the meeting, they were unable to attend, but had sent a letter explaining the funding position for the skate park. This was considered by the Committee and it was AGREED to advise them that VWHDC would be taking ownership of the facility and SK8 should therefore speak to them about the reclaimation of VAT.
Min. 47/07: The Chairman stated that this was ongoing.
Min. 48/07: The Chairman stated that a representative of TVERC would be invited to attend the next meeting in January.
53/07 Public Speaking Time & Public Question Time
There were no members of public present and no questions had been received.
54/07 Precept 2008/09
(a) Revenue Budget
(b) Capital Expenditure
The draft budget, agreed at the previous meeting, was considered further. No amendments were made to the Revenue budget and the list of Capital Expenditure was prioritized as follows:
Development of Skate Park £8,000
Refurbishment of Town Park £2,500
New Play Equipment
Tucker Park £2,500
Oakwood Park £1,500
55/07 VWHDC Consultation on Open Space, Sport and Recreation Provision Strategy and a Draft Supplementary Planning Document.
It was proposed, seconded and CARRIED that Cllrs. Hickmore and Cllr. Mrs. Vinall be delegated to consult and draw up a response to the VWHDC by the deadline of 14th December.
